New York, fine ottocento. E' in corso una battaglia fra gli "strilloni" dei giornali cittadini e i grossi editori, accusati di una politica di sfruttamento. Jack "Cowboy" Kelly organizza la resitenza dei poveri ragazzi che vendono i giornali, per dare voce anche a loro. Il film descrive le tensioni dell'epoca ispirandosi a veri fatti di cronaca.
